Bob Dylan esteve sujeito a gravações piratas ao longo de sua carreira; o primeiro bootleg da era do rock, Great White Wonder, consistia em gravações piratas extraídas de várias fontes. Seu box set de 1985, Biograph, em vez de ser apenas outra (muito grande) compilação, apresentou 18 faixas nunca lançadas oficialmente de um total de 53, reconhecendo esse apetite de longa data por gravações piratas de Dylan. Com a aproximação da marca de 30 anos de Dylan na indústria fonográfica, a Columbia Records iniciou o lançamento adequado do material que circulou regularmente nos bootlegs de Dylan, começando com esta caixa definida em 1991 para satisfazer a demanda pelo material não lançado de Dylan.
The Bootleg Series Volumes 1–3 contém raridades e trabalhos inéditos das sessões da estreia homônima de 1962, Bob Dylan, a Oh Mercy, de 1989; na época de sua edição, uma pesquisa de toda a sua carreira musical. Do total de 58 faixas, 45 são takes de sessão de sessões de gravação para álbuns de estúdio de Dylan. Das 13 faixas restantes, uma é um outtake da sessão do single "George Jackson" de 1971, duas são lançamentos posteriores das sessões do Basement Tape de 1967, cinco são gravações ao vivo e cinco são faixas demo.
